Manuscript written by Robert D. Norris, Jr. entitled, "The Oklahoma National Guard and the Tulsa Race Riot of 1921: A Historical, Tactical, and Legal Analysis." This 364-page manuscript uses primary sources to analyze the role of civil authorities and the Oklahoma National Guard during the Tulsa Race Massacre. The author argues that civil authorities made the first and worst mistake of riot control by not requesting troops sooner. He also states that the commissioning of 500 men and boys as special officers during the chaos also broke all rules of riot control methods. In the author's final section, "Analysis and Conclusions," he quells many erroneous details and oral traditions often recited concerning the 1921 Tulsa Race Massacre. |
