Newspaper clipping from the Tulsa Daily World published August 15, 1921 and entitled "Negro Would Rebuild; Asks for Permanent Injunction to Keep City From Interfering With Reconstruction Work." This article reports that African American property owner Joe Lockard filed for a temporary injunction against the City of Tulsa preventing the city from interfering with the rebuilding of property in the area burned during the Tulsa Race Massacre. Lockard asks that the city ordinance extending the fire limits into the African American section of the city to be declared void. |
