Photocopy of a twenty-eight-page manual entitled "Seven Steps to Increase Homeownership in Tulsa," dated September 1997. The report was prepared by the Nickerson Group of Washington, D.C., and the steps are as follows: 1. Initiate a citywide homeownership campaign 2. Formalize and empower the housing partnership to coordinate homeownership campaign 3. Adopt meaningful homeownership goals and design an "informal system" to aid decision-making and monitor performance 4. Make better use of existing resources 5. Seek new public and private resources 6. Focus resources and programs geographically 7. Design homeownership programs that maximize productivity |
