Black and white photograph measuring 10" x 8" and depicting Tulsa Mayor Lilburn Carl Clark speaking at a the groundbreaking ceremony for the new KOTV antenna tower located four miles north of Sand Springs, OK. Tulsa Mayor Lilburn Carl Clark was one of first administrators to use television in public affairs. Standing in the background at the right are the following men (left to right): Dick Campbell, manager of KOTV; Dr. C. F.
